In view of the changed global conditions, governments must now also take very different approaches to enhance security. The new security challenges obviously cannot be adequately dealt with by any one country. A new international security architecture is slowly emerging. All countries, particularly small ones like Singapore, can thrive only in a stable geopolitical environment that is governed by predictable and impartial international norms While small countries expect the big countries to meet their obligations and responsibilities as members of the international community, security of their nation state is of paramount importance to small countries.
